Our Story
Protect Duty Solution was established to support organisations in the UK in strengthening protective security and preparing for the Terrorism (Protection of Premises) Act 2025 (Martyn's Law). The platform is developed and operated by Assess Threat Pty Ltd (formerly Vardogyir), a security technology company founded by two security professionals with backgrounds in terrorism risk consulting for critical infrastructure, major venues, and large-scale public events.
From the early 2010s, the founders were involved in developing terrorism preparedness and response strategies for crowded places, at a time when formal national frameworks for protecting publicly accessible locations were still emerging. This work informed the development of structured approaches to public protection planning and risk assessment.
In 2014, the team developed and implemented a comprehensive terrorism preparedness strategy for one of the largest mass-gathering events in the southern hemisphere. This work was recognised in 2015 through finalist positions in the Australian Security Industry Awards for Excellence and the Outstanding Security Performance Awards.
As their work progressed, the founders identified limitations in purely qualitative risk scoring when assessing complex threats such as terrorism. In response, Assess Threat was established to develop more structured, data-led assessment methodologies and planning approaches.
Protect Duty Solution builds on this experience, applying established assessment structures and public protection planning principles within a UK-focused platform to help duty holders understand their obligations, document protective measures, and strengthen preparedness in line with legislative and guidance requirements.

Chris has over 21 years’ experience in law enforcement, including senior roles with the UK Metropolitan Police and Counter Terrorism Policing. He contributed to national protective security policy and guidance for high-risk sites and publicly accessible locations. Now serving with South Australia Police, he also advises organisations on compliance with the Terrorism (Protection of Premises) Act 2025. He holds a Master of Project Management and certifications in emergency and change management, and cybersecurity.
